As the Nouveau drivers get better fewer Nvidia cards need firmware to work. But still, some Nvidia cards need firmware so it's not just a Radeon issue. I've not come across an intel chip that needed firmware. Lots of other devices need firmware for things like DVB, WIFI or whatever and sometimes they don't work if the firmware isn't available when the device is detected.
