For Mesa, the instructions are changing to include by default drivers that need 
llvm as required, and not everybody, me included, need them.

What makes one case different from the other that explains this contradiction? 
I have a feeling that what editors want matters, not logical consistency. 

Also, why in one case the dep would become required, but in the other 
recommended?


I am having difficulty in understanding these questions.
