There is no documentation for it, I'm sorry. That was the best definition I could find. I guess it implements OBject EXchange via bluetooth, since it is used by gnome-bluetooth for "pushing" files through bluetooth. There are two more packages that I need for blueman, openobex and obex-data-server ...
