I've set this as "needs harfbuzz 0.9.7" since harfbuzz 0.9.7 has changed some API and earlier pango versions can't be built against it. In short, both packages need to be upgraded at the same time. As for harfbuzz and icu 50.1, I am using such setup and I didn't encounter any problem.
