libreoffice-4.0.1.2 compiled here with no cups installed,

Well, it's Office suite and one of the office tasks is "Printing" ... We
have many apps recommended, but have explanations how to disable them if
desired. I can add --disable-cups to such explanations.
I understand that, but cups is in required dependencies.

I didn't notice though it was "required" ... I didn't write the original
instructions for it. I'll change it to recommended when I get some time.

I tried to make a patch. I hope it's applicable.
I'm thinking to make another one that adds xdg-utils
as optional runtime dep to midnight commander,
if it's going to be used on an XDG compatible desktop.
MC comes with a desktop integration using mime-type
associations set by the user to start the appropriate
application, but I've only tested that on xfce.
I don't have kde and gnome installed.
