That is the reason I created a completely fake installation in previous messages. If "make install" as root is used, in a "fresh" system, as I simulated in previous messages, it will create the keys. With DESTDIR, you are right, the user should create it. But the book does not use DESTDIR, so, the editors do not support it, at least not for openssh.
