It clearly needs desktop file utils even if the instruction is removed, because the desktop files need to be installed. But some people use just windows managers, not DE, thus, these files are useless for them. it should be recommended, if building for a desktop environment, but optional if not. I would put in recommended with "(for update-desktop-database - see Command Explanations)" In Command Explanation: update-desktop-database: this ... for DFU .. I really don't know how to explain. Surely it is recommended for desktop environments, almost useless, otherwise.
