In my case, it is the third package (I don't count the which script
as a package) I build after LFS itself, but a little while before I
boot the new system.  Normally, I build a set of packages in chroot
for networking, and a few other useful packages, e.g. alsa to test
if the new build works, and fortune-mod for amusement.  After that,
I use the new system: in my current build I'm at mesa and using ssh
to my server to write this mail.
