I would like to still retain that for people using ICU-63
(move on again after beta18 : the shipped version is now 63.2), but
label it as "if you are using ICU_63 ..." and mark it as "nodump" for
jhalfs.

Specifically, 67.0beta18 has
 0:24.43 checking for icu-i18n >= 63.1... yes

On my 8.4 and earlier systems, the only reason I will upgrade icu is
if it becomes required (e.g. by a later firefox), or alternatively if
vulnerabilities are found.

Meanwhile, once ff67 has been released, I'll probably stop upgrading
my remaining 8.0 systems - two years is long enough!
