Just reflecting here, I made myself sound a lot more stupid when  I
asked this question.

The sticky bit is the fourth permission digit. So you have  4711
instead of 711 for programs that retain the  owner's(usually root)
permissions.

Info fileutils has a words of sense in it amid a lot of other stuff.
It's a bit like reccomending 'man gcc' or 'man bash'.
