In straight BLFS (without hints), it strictly isn't - it's mostly a matter of you don't *need* to be root to build it, and it is therefore good practice not to be. But I think that David was talking specifically about the package user hint - following that hint, you build *and install* every package as non-root - more importantly, you build and install each package as a different non-root user. The main reason for this is that it provides a form of package management (via the ownership of the installed files).
