In theory it should be sufficient to install APR itself (http://apr.apache.org/), no need for installing httpd. In theory, though. 1.x and 0.9.x are supposedly not compatible and I remember reading something about not using an APR that was not shipped with the software that wants to use it (obviously bogus, as svn works fine with the APR shipped with Apache).
