I've been working on something and am a little distracted today. I apologize for not thinking of this before when I wrote you about /proc/bus/usb/devices. Do you have usbfs compiled as module or in the kernel? Also, in addition to the kernel configuration, I think you need an entry in your /etc/fstab file like this:

usbfs /proc/bus/usb usbfs devgid=4,devmode=0660 0 0

This is pretty trivial and if it's not the solution, I'm out of ideas too.
