I'm pretty sure they're supposed to read /usr/include/X11 -> ../../X11R7/include/X11 and /usr/lib/X11 -> ../../X11R7/lib/X11, otherwise they'd be pointing to /usr/include/X11R7/include/X11 and /usr/lib/X11R7/lib/X11, respectively.
