WvStreams 4.2.2 requires pkg-config?

During configuration of WvStreams 4.2.2 I get this:

checking for pkg-config... no
configure: error: pkg-config is not installed



Do I need to install pkg-config to build WvStreams 4.2.2? The BLFS book as of 2006-05-31 says that OpenSSL-0.9.8b is the only 
required package for WvStreams 4.2.2.
