A-ha! I was looking through the SGML section of the BLFS book trying to figure out where sgmlspl came from. I figured the Fontconfig devs must have based the Docbook build off of some customized installation. I've never installed the SGML stack, so I didn't think it was appropriate for me to comment on it.
