I assume it is a good idea to stop syslogd before rotating the logs in 
/var/log/. What are the proper commands to stop and restart syslogd?

Do I use;
# stop /etc/rc.d/init.d/syslogd
and
# restart /etc/rc.d/init.d/syslogd
