But, is this the same as 'resmgr' ? If so, that is an optional dependency referred to at http://www.linuxfromscratch.org/blfs/view/svn/multimedia/k3b.html ( If you want to look for everything in the book, there is no substitute for getting the sources with subversion, and using grep. In most other cases, the online longindex.html is good enough.) The README in the download location suggests it is so that the console user can access the device, but other users can't. I can see that might be a worthwhile aim in some circumstances, but I'm sure I've seen at least one alternative approach discussed here in the past. For most LFS/BLFS users, that isn't a big problem. The author also seems to think there is a problem with hotplug devices - in my case, hot-plugging of a single printer works out of the box, cameras and usb-sticks typically need a custom udev rule to get a symlink for a persistent and memorable name (and group permissions, of course, but then many distros put individual users into their own groups, so usb-storage can be assigned to the individual user's group which is arguably better than giving it to the console user. The items in the resmgr download directory are now almost 5 years old. A lot has happened in that time, indeed udev-0.1 was only released in April 2003, so I think that probably explains why he thought hotplugging usb was a problem.
