 Sounds like you need UPower (chapter 12, system utilities).  I
don't see any *obvious* mention of it in xfce, but I only took a
quick look.  If you already have upower installed, then it's probably
a dbus issue - make sure the dbus bootscript has been run, then try
running dbus-launch for your X session, e.g. in ~/.xinitrc.
