 Actually, for me gimp help has always used used firefox.  I gave up
building webkitgtk when I decided that epiphany was no longer
usable (the lack of a 'back'button), but for me gimp-help never used
a webkitgtk browser.

 I guess someting in ~/ on my desktops, carried forward from the
early days of mozilla, controls that.
