I was correct the first time: I was doing something stupid :-(

Thinking about it last night, and getting the same result on three
different boxes, the logical conclusion was that it could only be the
source code at issue.  Sure enough, my script, unnoticed by me, was
selecting tcl-core-8.6.6 instead of tcl-8.6.6.  My only defence for the
stupidity is one of fatigue.  Needless to say the build finishes perfectly
now.  Sorry to waste your time guys.
