Hi Larry,
No real downside to having it installed,
and when it is necessary, it will be used by the application requiring it.
No user interaction required, unless you choose to update it.

What is the downside if any to having it installed?

The only benefit I know of having Java on your machine is to
run programmes
written in the Java cross-platform programming language.
