Here is another way to set the num lock key to where it is turned off at
start up.

1. Press insert J
2. Go to help on the menu bar.
3. Arrow down until you get to the start up wizard. 
4. Once in this dialog box.  tab through your choices until you find what
you are looking for.

If you run the jaws configuration manager - jaws key + F2, go down to 
configuration manager and hit enter and then hit Ctrl + Shift + D for 
default, and you then go to set options (Alt + S), go down to keyboard 
manager and hit enter, then tab over to the checkbox related to turning off 
the numlock key on startup.

Not sure if this however is relevant to all versions of jaws.
