Go to the Control Panel and select Sounds and Audio Devices. Control Tab to 
the Sounds page, then tab to the tree view of events for which sound schemes 
can be assigned.  Arrow down the list until you reach "Empty Recycle Bin". 
Tab once and make sure a sound scheme is already assigned.  If not, you can 
assign one that suits your fancy from the list of available sounds.    Hope
