I can't find any settings related to frequency ranges (Hz) as such.
I normally just set the bitrate for the output files depending on what I
want to use them for since on my creative zenstone, nothing higher than
64KBPs seems to make a difference, and on my mobile phone smaller filesize
is better and it's speakers don't need perfect quality.

I have been trying to use the program Switch to change some ogg files to
mp3. I can change the bit rate but can not figure out how to change the
hzs. It is at 2250 and I am wanting it to be at 44100. Any input would
