I have to believe that there is probably a much more cost-effective solution
for getting JAWS and Dragon to "play nice" with each other.

I haven't personally tried this, but I understand that if you deploy a
secondary audio device (i.e., Turtle Beach USB Sound Dongal) that you can
assign JAWS to "speak" over that secondary device (I have done this and
would be willing to offer direction).  Then the default sound card would be
free to work with Dragon and there would be no conflict over the device.
You could use earphones for the JAWS sound device and that would prevent
confusion for Dragon "hearing" the JAWS speech.

I do have a Turtle Beach USB Sound device and it only cost about $30 a
couple of years ago.
