I never seen an update for the Windows XP firewall unless he/she did the service pack update and I think it was done when jumping from SP1 to SP2. This big update enabled (turned on) the Windows firewall. If he/she was told to download this update via a popup or message on the screen or via email, it was fake. Spyware or virus attack. I am only telling you what I think here.
