Because it's dirty. Lol! Seriously, the purpose of cleaning up your
desktop is to get rid of unused icons that may be cluttering it up. This is
more of an issue for sighted folks who may not want to stare at a
messy-looking desktop all day, or who always have trouble finding what
they're looking for.

Hi Mike,
Go to the control panel, and then Display.
Once the dialogue opens, go to the desktop tab, and then tab to
customize and spacebar that.
Tab to the run desktop cleanup wizard checkbox.
You know the rest.
As for the compacting of folders in O E, Dave has already covered that,
and that is what I do.
I don't know why, but every time the auto compact comes up, it errors, so
I do it manually every so often.
