Although haven't specifically done something like this, audacity would allow
you to select parts of an imported audio file, and then apply effects like
speeding it up to the selected parts thereof.
It would import an MP3 file, but then export it as a wav by default, but
there are workarounds for allowing it to spit out MP3, but I generally just
generate the wav files and then use switch to convert them back into MP3
files.
