a standard 4 gig drive can't be formatted to ntfs, however I believe anything above 32 gigs may be able to be made into an ntfs system.

Yes NTFS should be the choice, aside from space efficiency
security is better with ntfs and usually makes a more stable
system.

If memory serves NTFS is better at maximizing hard drive
space because of the smaller cluster size there for limiting
wasted space. If this could be confirmed by somebody out
there I would appreciate it.
