Hi Lou,
In Internet Explorer, try the following:
1. Create an html document, with Microsoft Word, or other html editor
2. Save the html to any place of your choice on your hard drive.
3. Copy the file path, example:
C:\test.html
and then open Internet explorer.
4. Open the tools menu, and then options.
5. On the general tab, the current home page address in use will be
displayed, hit the delete key to remove it.
6. Paste the file path to your html in the edit box, and then tab to apply,
and then okay.
7. Close Internet Explorer, and then re-open it, your new page should be
displayed.
There are several utilities on the blind-computing website that can help you
create a web page,
and even turn your favorites into a page of it's own.

Easiest to create your own home page with links to your favorite sites
and directories and set IE to open that as your home page.
