Not sure about how to make specific ones reappear, but to stop them from getting hidden, if you hit windows key + M to go to desktop, and then tab once to focus on start button, then right click using either the context menu key, or shift + F10, then arrow up to properties, and hit enter on it, the taskbar and start menu properties dialogue will come up.

I think from there it will start off in the start menu properties page, so you can either ctrl + tab, or shift + ctrl + tab to get to the taskbar properties page, then tab to something like hide inactive icons and make sure it's not checked, then tab over to the ok button and hit the space bar.

This is in windows XP, and haven't looked into it in windows 7/vista as such yet.
