The file you are trying to delete may be in use by a program that is running in the backround as a process rather than an application. Such programs often launch automatically when you turn on your computer, so you may not be aware of them. To check this, launch the Windoes Task Manager (Alt-Control-Delete) and Control-Tab to the Processes page. Arrow down the list of processes to determine whether one of them might be accessing the file you are trying to delete. If you find the offending process, you can tab to the End Process button to shut it down so that you can delete the file.
