When I go to Programs and Startup submenu, there is nothing there and JAWS says "empty."

You can also take them out of the start up in programs. Just go to start
menu then program files then start up.

Not sure about quitter but dropbox has a checkbox for starting with
widnows in its preferences. With dropbox this is found on the startup
tab. (Use your mouse ccursor to get to the general tab from the
button panel". Most programs will have an option to select to run at
startup or as a service in their preferences. I am pretty sure
quitter will too.

There are other ways and utilities to prevent a program from coming
up at startup but if it doesn't show in msconfig, checking the
program's preferences is the first thing to do - actually before
turning it off thru msconfig.
