It sounds like Norton hasn't been totally removed.
I believe there's a Norton removal tool on they're web site.

I have a Windows 7 computer made by Acer. It came with Norton and my
wife removed it, because I use MSSE. Acer and Norton, together, keep asking
to register Norton. Is there a way to get the computer to stop asking, as
Norton has been removed?
