There are two settings for start menu in xp. One is the classic start menu
which has settings sub menu with control panel in there. The second is just
start menu which has control panel in the basic start menu by itself. It can
be reached by hitting c after opening the start menu. These can be changed
in control panel under task bar and start menus. Just go into there and
control tab to start menu page and change the radial button. If there is no
settings sub menu then you are in the other setting.

I do not know what you are missing but when I go to the start menue on my
windows xp I just errow down to the settings and open the sub menue and
control pannel is listed there.
It may be not on your windows xp start menue but it is on my windows xp
start menue right under documents.

On my XP Start menu, there is no such item as Settings.  The only item that
comes close is Set Program Access and Defaults, which contains no reference
to the Control Panel. What am I missing?
