Do you have IE as your default browser?

It sounds like you may need to reset your IE web settings,
Or,
You can use the Microsoft fixit tool.

Subject: [Blind-Computing] ACTIVATING LINKS IN MICROSOFT OUTLOOK, 2010

When we try to activate a link in a message, a warning comes up about
"contacting your administrator" and the link won't activate.

1. Is there a setting somewhere in Microsoft Outlook 2010 which has
to be changed?

2. We have changed the User Security setting to its lowest value and
the problem still persists. Is there somewhere else we should be checking
so that the links in the message can be clicked on?

I'd appreciate any help you can give us on this perplexing problem.
