Hi John. You can disconnect such a device, like a thumb drive, external hd, etc, as long you're not accessing files on it or trying to copy files or folders to it, etc. If you want to be safe, however, go to the start menu and in the search box type device, and choose devices and printers. There you can look for whatever device it might be that is connected to your computer and right click, or press the applications key, and choose the appropriate option.
