It normally means that the web master has pulled the main index for some
reason and he/she has directory lock in place. In other words the site is
down until the web master restores it.

Greetings gang.  For some reason, when I try to access the web site below
using IE 8 or Firefox 3.6, I get a 403 Forbidden error, which is strange
because I was able to access this site without any problem or restriction
yesterday.  What does this error mean and is there any way to get around it?
