The message says you can't reinstall you must remove the other antivirous program and I show that it is uninstalled

Then tab to options. Next, down arrow to advanced. Next, tab to the setting that asks if you want to use this program. This may not be the exact wording, but it is close. Anyway, uncheck that item and tab to the OK box. When you press enter you should see a message explaining that defender is turned off and that you can click here to turn it on.
