I've run into this with JAWS 12 and I.E.8 on 3 different computers running Windows7. Sometimes it is the same website that gives me trouble across all 3 computers, and other websites act differently across computers. Here is what I do when I press enter on a link and nothing happens:
1. Press the up or down arrow once to move off of the link. 2. Press the opposite arrow to move back onto the link. 3. Open the applications menu. 4. Make a selection between Open, Open in new tab, open in new window, by arrowing to what I want and pressing Enter. My guess is that maybe it has something to do with how the website is set up or maybe something to do with security settings on each of the computers.
