hi, shortcuts, although they do use a small amount of resources, the amount is so small that unless your running a single core computer with under a GByte of ram your not going to notice it, that's if all your using is shortcuts and/or folders to sort them into.

Reason for this is your Operating System sits in the C drive. Having too many programs or data files on this drive will slow down Windows start up or shut down, also to a great extent the performance of your PC. In Windows 7 you can just type in the program name in the search box and it's there for you to hit enter on it and launch it. Like for example you would use the windows key to have the start menu opened, the focus will be in the search edit box, just type word and this will throw up results of the programs that have word in them, use the up and down arrow keys and locate the program you wish to launch and hit enter to launch it. Usually it's the first program in the search list, so not much worries.
