Windows7 likes to hide what it see's as inactive icons - from desktop, tab until you hear something like system notification - can't remember exactly what it's called - invoke context menu, and there's a context menu item relating to hidden icons, and if you hit enter on it, it will bring up the part of the interface to control each and every possible icon it knows about's permanent visibility, etc.

Alternatively, think you can still, on windows7, hit windows key + R to bring up run dialogue, and type in sndvol32 there and hit enter to bring up volume control - but, not currently on windows7 machine, so can't test that right now myself.
