[Blind-Computing] "help Needed" how to get the recycle bin icon to show on the desktop

Hello I've recently reformatted my computer  and my recycle bin is not 
showing on  my desktop.
I am using Windows Vista, and the  classic view.
Could someone tell me how to get the recycle bin to show on the desktop?
