You can also just go to where your file is located, press CTRL C when on it, go back to Outlook and paste it in the body of the message, it'll attach and off you go.

After spending most of my day and night, since I posted this message initially, I have solved the problem myself just by chance. The complexion of my program, Outlook 2010 has changed for some unknown reason. Now, if I start with alt n to enter. Then, down arrow once and enter on Attach File, I can then go to the tab, shift tab twice and I am right where I should be to locate the proper file in Documents and enter on it to finally attach it to the e-mail message. I can now do exactly the same thing, but take a different route to get to the end. I checked on this on the internet and a lot of people have reported this problem with Outlook 2010. There was no clear cut solution suggested but they kept talking about disabling outlook add on's and running a repair on outlook 2010. I am not confident that this will solve your issue but worth the shot. Remember to restart Outlook after the repair OR removing the add on's.
