Robert, That means then for anyone outside the US the Consul itself isn’t 
accessible meaning that loading the game will be difficult, not to mention 
activating the accessibility features relevant to us as blind people?

One point to note, is that, well, sources have told me, for an upcoming article 
I'm doing, but it should be known here too, the accessibility features on 
Sony's console are localized. So, this means, our system here in the US has 
system text to speech but elsewhere, the system will not speak, even in Canada. 
The game will be totally fine, though. None of these settings will be 
localized. Just the console. Because of my reporting, and because of several 
folks on UK Twitter tweeting Sony, maybe something will be done after launch 
day. Maybe.

Also, I'll be streaming this too! But I plan to examine character development 
and more. I plan to take a more good faith, but critical, approach to the game. 
But heck, I may end up just having fun. :)

I'm beyond excited for this game, though.
