Crystals are on the planet. You haven't explored enough. You may need to start that planet again and this time put down a commercial center and have it doing tasks to build up enough money so you can finish your exploration. Another thing is build gardens next to lakes followed by warehouses then living quarters and then connect them. If I recall, crystals were located beyond the first mountain.
