If I am not mistaken, the rocking is more of a stimulant activity rather then a nervous reaction. since people who are blind lack the visual stimulation that sighted people receive every second, people who are blind tend to have physical responses that replace that lack of stimulant . People may rock in place, sway their head from side to side, put their finger in their eyes, or in one case I was aware of, touch themselves in an inappropriate place during class.
