Hi Matt, The older .NET Framework runtimes use to create a new user which turned XP's login back on. The way to solve it is to go in to your control panel, and simply remove the user account the .NET Framework created. As I recall there is a way to completely disable XP logins in as well, but don't have the info to tell you how to do it right off hand.
