Dear Robert:
    Unless there is an area in the filter where the filtrate is out of the 
flow of the oil passing through the filter, there is always a risk that the 
small metal particles will be drawn back in to the engine.  In the case of 
an oil plug, those usually are recessed so that any particles which are 
grabbed by the magnet will not have a lot of hydraulic pressure  applied to 
them so they are more likely to stay put.
    If a filter was designed with a magnet in mind, it certainly could be 
more efficient.   I have cleaned one of the magnetic drain plugs, and it is 
quite surprising how much and how large the metal filings are in an engine.
